Technopark Kielce Startup Booster Poland
The project focuses on piloting NeverBlink’s next-gen neurosymbolic platform in partnership with Bydgoszcz City Hall (the City) as part of the "Technopark Kielce Startup Booster Poland” acceleration program, organized by the Kielce Technology Park. Here, NeverBlink’s platform is used to minimize the costs of integrating dispersed municipal data into a single, interoperable representation.

Use case and motivation
Modern cities generate vast amounts of data that often remain trapped in "information silos" – scattered across separate systems owned by different departments and institutions. A key challenge for Bydgoszcz was the substantial time and coordination required to consolidate and harmonize data from Bydgoszcz City Hall departments, the Road Administration, Social Assistance Centers, and the Geodetic and Urban Planning Offices. To reduce this burden, NeverBlink is preparing an AI-assisted, automated data integration solution that minimizes manual effort and equips the City's municipal government with up-to-date information earlier in the decision-making cycle.
Objectives and results
The project will deliver and validate a system that automates the integration of dispersed municipal data. The implementation is divided into three key phases:
Phase I: Foundations and prototyping
The first stage focuses on mapping the City's information resources and preparing the infrastructure for integration. This phase includes:

Cataloging the City’s data sources and developing detailed system requirements and design.

Designing the ontological stack necessary for the unification and correct interpretation of data from various units.

Launching a test environment based on hardware infrastructure purchased through project funds.

Prototype demonstration, showcasing effective data integration across several selected critical sources.
Phase II: Implementation and analytics
In this phase, the system begins processing data on a large scale and providing the first analytical tools.

Integration of 60% of identified data sources.

Implementation of automated Key Performance Indicator (KPI) calculations based on integrated resources to support decision-making processes.

Initial implementation of the export module, allowing the City to utilize data for further external use.
Phase III: Finalization and validation
The final stage involves completing the full system architecture and confirming its effectiveness in operational conditions.

Full integration of the remaining data sources and finalizing the implementation of analytical indicators for the entire ecosystem.

Delivery of the final data export interface, ensuring full user autonomy.

System validation in a near-real-world environment, confirming the solution's readiness to support strategic city management in real-time.
Funding
The received grant was used to fund the team’s salaries and purchase the infrastructure needed for the local AI deployment supporting the data integration solution.
